Copilot stops running on a stale policy cache: settings can be required at every startup
GitHub now lets admins require [GitHub Copilot](/tools/github-copilot) to fetch settings from the server on every startup instead of using a cached policy (Oct 13).

In the same update, GitHub adds a minimum client version requirement.
