Granite Switch 4.1: chat and decision tasks on one server, no second one needed

On Oct 14, IBM released Granite Switch 4.1 in two sizes, 8B and 30B. One endpoint serves chat, decision tasks and safety checks. The weights are open on Hugging Face under Apache 2.0, and a 470-million-parameter speech encoder is built into the model.
