Hy4 Preview: 770 billion parameters now take up 214 GiB instead of 1.5 TB

The Hy4 Preview quant weighs 213.66 GiB at 2.38 bits per weight, and all 770 billion parameters remain. What's compressed is how the weights are stored, not the parameter count: some layers are compressed more heavily, while sensitive ones are kept at higher precision. The files have been in the repository since Aug 31.
