Choose how members with a Copilot license are billed: code reviews can be charged to the organization, not the member
On Oct 8, 2026, organization owners gained the right to choose whose quota pays for code review. By default, the member's quota pays, and when it runs out, the review fails. Organization mode bills the owner organization of the repository and requires paid AI Credits to be enabled. A budget can be set if desired.

The setting "Choose how members with a Copilot license are billed" lives in Organization settings โ Copilot โ Policies. Member mode is the default: code review in GitHub Copilot draws on the quota of the member who holds the paid license. Organization mode moves the bill to the organization that owns the repository.
Who triggers it. The setting "Only allow Copilot code review to be triggered by authorized users" is off by default, so anyone with a paid license can trigger a review. When it is on, only people with a license from this organization or enterprise can do so, and external personal licenses are blocked. A repository admin cannot override it, but can enable it for their own repository if the organization has not.
For a team, there is one takeaway: review stops depending on each member's quota once the bill moves to the organization.
Organization mode does not work without paid AI Credits. Without them, the review bill stays with members.
