Since Mar 19, 2026 credits have been replaced by daily and weekly quotas, and Pro went up from $15 to $20/mo. Free gives a light quota with no premium models. Pro unlocks Claude, GPT, Gemini, Grok and cloud Devin. Max gives the largest quota, weekly only, with no daily cap. Teams costs a minimum of $80/mo, and the $40 seats count toward that minimum: two full seats come to $80. A full seat gives a Pro-level quota and access to Desktop; free flex seats do not include Desktop. Existing subscribers kept Pro at $15.

On Free the agent runs only on Cognition's own models. The pricing page promises SWE-2 in slow mode, the docs say SWE-1.6. Claude, GPT and Gemini are not available on Free. Tab autocomplete and inline edits are unlimited. Once the quota runs out, all you can do is wait for the daily or weekly reset; buying extra usage is not possible. For a steady flow of work you need Pro at $20/mo.

The quota counts tokens: an expensive model eats it faster, free models do not spend it at all. The daily quota is more than 1/7 of the weekly one, and Max has only a weekly one. Beyond the quota, paid plans let you buy extra usage at API prices, while on Free you have to wait for the reset. The vendor does not publish exact quota numbers.

What happened to Windsurf after the 2025 deals?
The product is alive, but it is now a Cognition product. The OpenAI deal worth about $3 billion fell through: exclusivity expired on Jul 11, 2025. For $2.4 billion in licensing Google took founders Varun Mohan and Douglas Chen along with key researchers, and on Jul 14, 2025 Cognition bought what was left of the company. Then came its own models, from SWE-1.5 (Oct 29, 2025) to SWE-2 (Sep 10, 2026), and on Jun 2, 2026 Windsurf was renamed Devin Desktop.
Is Windsurf free?
Partly. The $0 Free plan gives only Cognition's own models and unlimited Tab autocomplete, and the agent's work runs into a light daily and weekly quota. Claude, GPT and Gemini are not available on Free, and you cannot buy extra usage. For a completely free agent, look at the open Cline or OpenCode with a local model.
Are Windsurf and Devin Desktop the same thing?
Yes. On Jun 2, 2026 Cognition renamed Windsurf to Devin Desktop with an ordinary update and carried over the plan, pricing and settings. The agent inside changed too. In place of Cascade there is Devin Local, rewritten in Rust, up to 30% cheaper on tokens and able to run subagents, while Cascade itself was removed on Sep 8, 2026. Do not confuse it with Devin: that is the same vendor's cloud agent, whereas Devin Desktop runs on your own machine.
